National Association of Mayors of Korea(N.A.M.K.) is an organisation that consists of the elected mayors who represent each local governments in lower level(named in Korean as “Si”{city}, or“Gun”{county}, or “Gu”{autonomous district in a metropolitan city}) in Republic of Korea.

N.A.M.K. has been legally based on the Local Autonomy Law of Korea(Article 165) and its enforcement ordinance(Article 102), and also has an articles of association as its bylaw.

The Association was first established in 23rd July 1996 as a formation of spontaneous association of the elected mayors, and its basic role at that time was to promote friendship among the members.
In 26th April 2000, by the amendment of the Local Autonomy Law, N.A.M.K. has become a legal and nation-wide scale association based on the article 165 of the law, and been able to pursue public purposes.
In 11th September 2002, the Commission of Regional Representatives supplements 3 additional members of mayors who represent counties of rural regions, so as to enhance the representativeness of those rural and remote areas.
In 1st July 2015, the main office of the association relocated to Yeoyi-Do Island in Seoul, the current site.
In 3rd July 2017, the Commission of Regional Representatives(of the year 4 of the sixth term) is constituted, and elected the Commission members as a President, 3 Vice-Presidents, etc.
The primary roles(or functions) of the National Association of Mayors of Korea are as follows;
  • 01Co-operation for common matters of local authorities to develop local autonomy
    - Submission of opinions on the enactment(or amendmant) of laws and stipulations related with local autonomy and administration
    - Process of proposals or petitions from local government to the central government of Korea
  • 02Enhancement of relationship among local governments in Korea
    - information exchange and research on pending issues about cities, counties, districts
  • 03Holding official conferences and meetings of the mayors
    - regular General Assembly(once a year), the Commission of Local Representatives(6 times a year), Special Committee on certain issue(in case necessary)
  • 04Strengthening central-local governments relationship
    - collaboration with the central government, the National Assenbly, the Ministry of Interior and Safety of Korea
    - cooperation and solidarity with society, academy, NGOs related with local autonomy matters, assciations of governors, of chairmans of local councils
  • 05Support of the international relationship
    - Promotion of the relationship with overseas local governments and their associations
    - Overseas trainings for mayors, formal visits to foreign local governments, invitation to Korea for foreign mayors, etc.
